   An act to add Section 21023.5 to the Government Code, relating to
retirement.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 596, Honda.  Retirement:  service credits.
   Under existing law, members of the Public Employees' Retirement
System may purchase additional service credit for specified types of
service that are not otherwise eligible for service credit, as
specified.
   This bill would authorize those members to purchase additional
service credit for up to 3 years of service as a volunteer in the
Peace Corps or AmeriCorps:  Volunteers In Service To America, as
specified.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Section 21023.5 is added to the Government Code, to
read:
   21023.5.  (a) "Public service" for purposes of this article also
means time served, not to exceed three years, as a volunteer in the
Peace Corps or AmeriCorps:  Volunteers In Service To America.
   (b) This section shall not apply to any contracting agency nor to
the employees of any contracting agency until the agency elects to be
subject to this section by contract or by amendment to its contract
made in the manner prescribed for approval of contracts.
   (c) Any member electing to receive credit for service under this
section shall pay all reasonable administrative costs and
contributions, sufficient to cover the total employer and employee
cost plus interest, at rates to be determined by the board.  This
section applies to past and future service in the Peace Corps or
AmeriCorps:  Volunteers In Service To America.
